Asbestos Disposal & Clearance Certificates: The EPA Rules

Plenty of attention goes on getting asbestos out of a house, and far less on what happens next — which is a problem, because disposal and clearance are where a job is either genuinely finished or quietly left half-done. Here is how both work in Victoria.

Asbestos is hazardous waste

Asbestos cannot be treated as general rubbish. It cannot go in your household bin, and it cannot go in a standard hired skip. It is classified as hazardous waste, and in Victoria it must be transported with the correct documentation and disposed of only at an **EPA-licensed landfill** authorised to accept it.

This is not bureaucratic box-ticking. Improperly dumped asbestos endangers waste workers and the public, and the legal responsibility for the waste sits with whoever generated it. Getting disposal right protects you as much as anyone.

How lawful disposal works

Proper disposal follows a clear pattern: the removed material is kept whole where possible, double-wrapped in heavy plastic and labelled, loaded so it will not be damaged in transit, and taken directly to a licensed landfill. The transport and disposal are documented, and you should receive that record. Nothing is left on site, and nothing is tipped anywhere it should not be.

Clearance inspections and certificates

A **clearance inspection** confirms that a removal area is clean and safe to return to normal use. The rules depend on the type of asbestos:

- For **friable asbestos**, Victorian requirements call for an **independent licensed asbestos assessor** to carry out the clearance and issue a certificate. The removalist cannot sign off their own friable work — the independence is the point. - For **larger bonded jobs**, a clearance provides the same written assurance that the area was properly decontaminated.

The certificate is your documented proof that the removal was completed to standard and the space is safe to reoccupy or build on.

Why keep the paperwork

The disposal record and clearance certificate are worth more than they look on the day. They:

File them with your property documents and hand them on if you sell.

What a complete job looks like

A properly finished asbestos job runs: inspect and identify, remove under the correct licence class and controls, transport and dispose at an EPA-licensed landfill with documentation, then clearance where required — with the records handed to you. If a quote is silent on disposal and clearance, that is a gap worth asking about, because those steps are not optional extras.
